Kephi Alkalay

Kephi is an International Affairs Master’s student at Hertie School, specializing in international security. She focuses on middle power multilateralism, public-private partnerships, and infrastructure resilience within great power competition. Her expertise spans the EU’s Global Gateway, US–EU energy investment, and legislative mapping. Currently, she convenes a cross-regional working group on infrastructure resilience connecting Germany, Israel, India, and the UAE.
